In fs2024, I cannot move navigraph
charts onto a second monitor.
In fs202, I can move navigraph
charts onto a second monitor.
What am I doing wrong??

Welcome.
If you are talking about the Navigraph In-Game-Panel, i.e. Navigraph Charts from the MSFS 2020/2024 ribbon at top of screen.
For both MSFS 2020 and 2024, if you click on the full screen icon shown in red box below , Navigraph Charts can be moved between monitors:

can be moved between monitors
The same applies for the Navigraph Charts access by Tab in MSFS 2024:
switches to
can be moved between monitors.

I have tried selecting the box you have highlighted but it still does not work.
I have looked around all the various settings but can find no solution to this problem.
I still do not understand why it works in 2020 but not in 2024.
When you say it does not work, what happens when you click the icon?
The expected behavior is that the in-game charts app pops out into its own, movable, window.

When I select Navigraph Charts on the display top toolbar the Navigraph Charts is displayed.
When I click on the (your) highlighted icon, the Navigraph Charts display disappears.
The Navigraph Charts icon on the top toolbar turns to blue with a white dot in the bottom right hand corner.
There is no indication of anything on my second monitor.
If I click on the (now blue) Navigraph Charts toolbar again the Navigraph Charts icon turns back to its normal grey colour.
If I click on the Navigraph Charts icon again, the Navigraph Charts display reappears.
This cycle can be repeated over and over.
