Thank you for your follow-up information - I have dug a little deeper into it, and the reason appears to be that all three procedures (the LOC DME East, the Special LOC DME East, and the LOC R RWY 26) were revised on September 3rd and therefore not ready for the current AIRAC 2609.
Here is an official statement from the AIP, AIRAC AMDT 312 - LOWI AD 2-25 dated September 3rd, released on September 4th:
I expect the new data with the next AIRAC 2610, but the latest 2611.
