This is not a bug; when you look more closely at the charts, you will see that these approach charts are split into transition and final, so it is not possible to assign them.
The charts are available - that is the key point here, and yes, sometimes you must click more than once, and also sometimes you must look around a little bit to verify if such charts are “really missing”. In this case, no charts are missing as the OP mentioned.

I guess there is a small misunderstanding: I didn’t mean to say it was a bug, just pointing out an explanation as to why someone might mistakenly assume the charts to be missing when they are not.
FWIW, the 31L/R approaches (as well as the RNAV approaches for 13L/R) are split into two charts, one with the initial approach and one with just the final approach, and Charts is able to match the final approach plate to the approach. I suspect the reason why the charts are not matched to the approach might be that both the Z and Y approaches are on the same plate, which is not the case for e.g. all the other approaches at LFML that are successfully matched to their charts.
Just to be clear, I realize this is not important to the specific issue here (that the charts are not missing) and also that the Charts team probably has more pressing issues than trying to ensure a successful procedure ↔ chart match for every case of atypical approach charting.
