Is it possible for me and my friend to see each other on ground and in the air ?
we both have Navigraph.
Only if you are on the same server in MSFS, or flying on an online network (VATSIM or IVAO). Having Navigraph on its own will not help in seeing your friends

i was asking the same question in 2021, and navigraph said they would look into it…guess they have not…
Probably as this isn’t really a Navigraph thing to fix? They are a chart and navdata provider. Not multiplayer server host
