The Navigraph Charts app only has charts for RNP Z for runways 18 and 36 at ENTC (Tromso, Norway). However, the charts for the RNP AR approaches are missing for example: RNP W AR 18.
I googled and got the charts for free. Why doesn’t Jeppessen provide them?

That is simple because AIP Norway does not offer these approaches. It could be that these AR approaches are airline-specific, tailored to these airlines.
Here, directly from AIP Norway, you can see that the AR W approach is also not available, and therefore not available in the standard data/charts.

They are available in the Nav Data provided by Navigraph. I just flew the above mentioned approach last night.
Procedures are generally included in the AIRAC data, an operator however requires the charts to fly them which in this case maybe restricted.

Ok, so just like VQPR the procedures are included but not the charts?
So there is an AIP supplement for these procedures:
Attached to this AIP AIRAC SUP are RNP AR procedures for RWY 18
and RWY 36 at Tromso airport, Langnes.The attached procedures are intended solely for flight validation
purposes. The procedures have not yet been approved by the Norwegian
Civil Aviation Authority and are suspended from normal operational use.Operators are asked not to request these procedures from Air Traffic
